Abstract: An EO-verified emergency animal rescue reporting, dispatch and assistance coordination system is disclosed for converting animal distress reports into coordinated rescue actions. EO denotes evidence-origin verification. A reporting interface receives incident location, time, animal condition information, and evidence. An EO verification engine evaluates provenance and contextual indicators and generates a verification state stored with the report in an incident repository. A dispatch coordinator combines the verification state with urgency and rescue requirements, queries a responder registry for capability-matched responders, and creates an assignment. An assistance coordination interface sends incident context to the selected responder and receives field updates concerning location, arrival, assistance, transfer, hazards, or closure. Updated evidence or status can trigger reassessment, escalation, or reassignment. The system maintains a shared incident record linking evidence, verification, dispatch, and activity, thereby reducing fragmented information handling and supporting traceable, location-aware coordination among reporters, rescue organizations, volunteers, veterinary providers, shelters, and public-response participants.
