Abstract: An electronic device may comprise a memory that stores instructions, and at least one processor. The instructions, when executed by the at least one processor, may cause the electronic device to: receive a first request message for broadcasting a first warning message of system information for a public warning system; in response to the first request message, transmit first segments of the first warning message on a cell during a first transmission period corresponding to two modification periods; on the basis of receiving a second request message for broadcasting a second warning message of the system information in the first transmission period, determine whether or not all available system information windows are in use; if all the available SI windows are in use, store the second warning message in a buffer; and after all the first segments of the first warning message are transmitted, transmit second segments of the second warning message on the cell during a second transmission period corresponding to the two modification periods.
