Abstract: Efficient and sustainable hydrogen production via water splitting requires highly active and stable electro catalysts. Herein, we report a novel reduced graphene oxide (rGO)/Bi2Se3 NPs hybrid as a synergistic electro catalyst for both the hydrogen evolution reaction (1-IER) and oxygen evolution reaction (OER). The integration of Bi2Se3, a topological insulator with high charge carrier mobility, with rGO, a conductive ami structurally stabilizing matrix, enhances electron transport and optimizes the catalytic active sites. Initially, low dimensional Bismuth Selenide nanoplates (Bi2Se3 NPs) were synthesized at 260 °C for 5 h followed by adding to initially prepared rGO to obtain modicum glassy carbon electrode (rGO/Bi2Se3 NPs/GCE). The surface morphology was carried out using SEM, TEM, EDX, XRD, XPS, FTIR and UY-Yisible. The rGO/Bi2Se3 heterostructure exhibits superior electrocatalytic performance, characterized by low overpotentials, fast charge transfer kinetics, and remarkable long-term stability. The synergy between rGO and Bi2Se3 effective.ly modulates the electronic structure, reducing energy barriers for water dissociation and intermediate adsorption. The optimized catalyst exhibited outstanding HER activity in acidic media with an onset overpotential of268 mY, an overpotential of420 mY at 10 mA/cm2, a Tafel slope of69.6 mY/dec and similarly lor OER onset overpotential of 1.55 Y, an overpotential of 1.68 Y at I 0 mA/cm2, a Tafel slope of 74.72 mY/dec shows its remarkable stability, surpassing many state-ot~the-al1 non-precious metal catalysts. This study highlights the potemial of topological insulator-based hybrid materials in next-generation electro catalysis and provides a promising strategy lor the development of high-performance water-splitting catalysts.
