The method comprises processing data of network entities and user equipment (UEs) to determine network coverage dataand generating an initial digital twin model (204) with initial location estimates of the UEs 10 based on the network coverage dataand network entity data. The method comprises determining locations of the UEs by dynamically updating the initial location estimates to reduce error between data and modelled data of the UEs, determined using the initial digital twin model (204) and generating the digital twin model (204) by updating the locations of the UEs in the initial digital twin model (204). The method comprises performing one or more 15 energy saving decisions of switching off one or more network entities based on coverage indicators using the digital twin model (204).
