The method comprises: determining a first period and a second period, the first period being a transmission period of a first signal set, the second period being a transmission period of a second signal set, the first signal set comprising at least one first signal, the second signal set comprising at least one second signal, the first signal being at least used for time-frequency synchronization during the reception of a third signal, the third signal being used for at least one of the following: waking up a main radio (MR) of a terminal, not waking up the MR, and changing a sleep state of the MR, and the second signal being used by the terminal to perform time-frequency synchronization with a network device; and on the basis of a first number and a second number, determining the correspondence between the first signal and the second signal, the first number being the number of first signals in the first period, the second number being the number of second signals in the second period, and the first signal and the second signal having the correspondence sharing a same beam. The method of the present disclosure can achieve the transmission of the first signals.
