Abstract: The present disclosure relates to a computer-implemented decision-support framework for evaluating alternatives in multi-criteria decision-making environments characterized by uncertain, ambiguous, and incomplete information. The framework converts expert assessments into Type-2 Picture Fuzzy Set (T2PFS) representations comprising membership, neutrality, non-membership, invalidity, and refusal degrees. Objective criterion weights are determined using a Tsallis entropy-derived measure and integrated with subjective weights obtained through direct rating. Dominance relationships among alternatives are determined using a TODIM-based approach incorporating a Jensen–Tsallis divergence measure, while compromise ranking is performed using the VIKOR method. The framework identifies optimal alternatives based on utility, regret, and compromise index values and validates ranking robustness through sensitivity analysis. The framework is particularly applicable to sustainable last-leg delivery mode evaluation.
