An execution gate (700) verifies an authorization token, execution request, authorized execution scope, downstream operation, and executor; generates an execution permit (760); confirms pre-dispatch recording (765) and an authorization-state operation (770); and thereafter permits downstream dispatch (780) or generates execution denial (790). The resulting lifecycle is preserved in an append-only audit record (880) and may be assembled into an export bundle (980) for independent verification.
