Abstract: A context-aware infrastructure-to-vehicle communication system is disclosed for improving transportation safety through continuous infrastructure health monitoring and intelligent vehicle-specific safety evaluation. The system comprises an Infrastructure Monitoring System configured to acquire structural parameters of transportation infrastructure, a Roadside Unit configured to determine an Infrastructure Health Percentage and broadcast infrastructure health information through a Universal Optical Broadcast protocol, and a Vehicle Unit configured to receive the transmitted information and perform context-aware evaluation using real-time vehicle operating parameters. The Roadside Unit incorporates an optical backscatter sensing mechanism for determining a Contamination Index and one or more piezoelectric actuators configured to autonomously clean an optical transmission window, thereby maintaining communication reliability. A redundant radio frequency communication subsystem provides uninterrupted transmission during optical communication failure. A Smart Evaluation and Contextual Modulation algorithm determines a Safety Margin and generates individualized vehicle safety responses, thereby improving infrastructure management, communication reliability, and road safety.
