Abstract: The present invention discloses a computer-implemented method for geo-temporal mapping of digital inclusion among urban street vendor zones. The method ingests and fuses heterogeneous data streams, including UPI transaction data, mobile network quality indicators, PM SVANidhi enrolment records, and GPS vendor cluster data, indexed by ward and time period. A multi-variable scoring engine computes a Digital Exclusion Score and derives a corresponding Digital Inclusion Index for each zone. The system renders ward-level heat maps, classifies exclusion causes into connectivity, literacy, trust, and documentation gaps, and generates scheme-linked intervention recommendations through a government scheme database. The invention further incorporates anomaly detection, differential privacy before aggregation, role-based access, and a weekly closed-loop feedback mechanism for recalibrating scores based on intervention status. The method enables real-time, privacy- compliant, zone-level digital exclusion intelligence for targeted policy action in urban informal-sector governance. It supports municipal, state, and national authorities in prioritising inclusive digital infrastructure deployment accurately.
