Abstract: The present application provides a communication method and a communication apparatus. The method comprises: a terminal device receives instruction information of a first network device, wherein the terminal device is a terminal device for access by means of a first cell of the first network device, and the instruction information is used for instructing the terminal device to measure a reference signal sent from a second network device by means of the first cell; the terminal device receives the reference signal sent from the second network device by means of the first cell; and the terminal device measures the signal quality of the reference signal on the basis of the instruction information, and sends the signal quality of the reference signal to the first network device. The solution can reduce the probability of radio link failure in terminal devices caused by execution of handover.
