Abstract: The present application discloses a communication method and a communication apparatus. The method relates to the technical field of communications. The method comprises: a second network device sends a first request to a first network device, the first request being used for requesting the first network device to predict or determine whether at least one cell can be switched off; the second network device receives first information from the first network device, the first information indicating that at least one first cell can be switched off, and the first cell belonging to the at least one cell; and the second network device determines, on the basis of the first information, whether to switch off the first cell. The use of the method is beneficial for reducing energy consumption.
