Abstract: The present application relates to the technical field of communications, and provides a communication method and apparatus. The method comprises: determining a third carrier on the basis of M first carriers and/or N second carriers, wherein one first carrier among the M first carriers is a carrier corresponding to one QoS flow among M QoS flows, one second carrier among the N second carriers is a carrier corresponding to one PC5-S message among N PC5-S messages, and M and N are positive integers; and transmitting a PC5-RRC message on the third carrier. Because a second carrier corresponding to a PC5-S message and a first carrier corresponding to a QoS flow can meet the transmission requirements of a terminal device, the third carrier determined on the basis of the first carriers and/or the second carriers can meet the requirements of the terminal device for transmitting the PC5-RRC message. Therefore, by means of the solution, the carrier for transmitting the PC5-RRC message can be reasonably determined, thereby improving the communication quality of an SL.
