Abstract: The present application relates to a communication method and apparatus. The method comprises: a first network element receiving a first message from a second network element, wherein the first message includes first information, the first information indicates a first mapping relationship between a first parameter and first transmission requirement information, the first parameter indicates a first attribute of a first PDU set, the first transmission requirement information indicates the ratio of a first number to the total number of PDUs included in the first PDU set, and the first number is the number of PDUs that require to be correctly transmitted by the first network element during the transmission of the first PDU set; and the first network element transmitting the first PDU set according to the first transmission requirement information. In the present application, different PDU set QoS parameters can be set for different PDU sets, such that the control accuracy is improved, the transmission flexibility is improved, the transmission quality can be ensured, and the waste of transmission resources can also be reduced.
