The method comprises: in the case of inter-network element cell handover, respectively sending first instruction information to a target network element and a terminal device, wherein the first instruction information is used for instructing the target network element and the terminal device to synchronously execute key update, and the inter-network element cell handover refers to that an original network element where an original cell of the terminal device performing cell handover is located is different from the target network element where a target cell is located, so as to ensure timely update of keys of the target network element and the terminal device in the case of inter-network element cell handover, thereby improving the use security of the keys during communication.
