Abstract: An artificial intelligence and blockchain integrated system and method for automated citizen complaint management in e-governance is disclosed. Complaints submitted through a citizen application as text, voice, image, or video, together with geolocation data, are processed by an AI engine comprising natural language processing, computer vision, duplicate-detection, and priority-scoring modules to classify the complaint category, detect and grade civic infrastructure defects, identify corroborating reports, and compute a priority score. An automated routing engine assigns complaints to the responsible municipal department based on category, location, and workload. A permissioned blockchain network, governed by smart contracts, records each lifecycle event as an immutable transaction, monitors service- level-agreement compliance, and automatically escalates overdue complaints, while an administrative dashboard provides prioritized queues and predictive- maintenance analytics, thereby enhancing transparency, efficiency, and accountability in municipal governance.
