Abstract: ABSTRACT A city-scale emergency resource orchestration platform (100) coordinates heterogeneous emergency resources using an event-sourced architecture. An incident input layer (2) receives information from emergency call systems, operator consoles, applications, sensors, geographic feeds, traffic feeds, and departmental systems. An event collector (3) converts operational actions into structured events stored in an immutable append-only event store (4), from which operational state is reconstructed by ordered folding. A resource orchestration engine (5) scores candidate resources using multiple allocation criteria. A conflict resolution engine (6) detects post-assignment conflicts and selects alternative resources or escalates decisions. A dynamic risk scoring engine (7) recalculates risk responsive to qualifying events. A recommendation engine (8) and post-incident analysis engine (9) provide explainable recommendations and failure classification. A counterfactual replay engine (10) replays historical event streams under alternative policies to derive response outcomes and support subsequent strategy improvement. Deterministic replay provides auditable decision reconstruction, while shared event semantics enable coordinated multi-department emergency response. The figure associated with abstract is
