Abstract: The Citizen Petition Portal is a web-based civic engagement system that enables citizens to submit, support, and track petitions related to public issues affecting their communities. The system employs Artificial Intelligence to automatically categorize petitions and detect similarities between submitted issues, thereby directing users to support existing petitions rather than creating duplicates, which strengthens collective representation. A blockchain-based verification module generates and stores cryptographic hashes of petitions to ensure integrity, transparency, and tamper-proof record keeping. Users are permitted to participate anonymously while still being authenticated through a secure identity verification mechanism. A conditional identity disclosure safeguard allows a petitioner’s identity to be revealed only upon authorization by a competent legal authority in cases involving fraudulent, malicious, or defamatory petitions. The system further provides a lifecycle tracking feature to display the status and progress of each petition, thereby promoting accountability, encouraging public participation, and supporting transparent and responsible governance.
