The method comprises: determining a detection capability and/or a detection behavior of a terminal on the basis of first information, wherein the first information is used for indicating a scanning capability of the terminal to scan a received signal by using different receiving beams, the detection capability is a capability of the terminal to perform a cell detection operation, and the detection behavior is a behavior of the terminal performing the cell detection operation. Thus, the technical solution provided by the embodiments of the present disclosure shortens the cell detection time of the terminal.
