Abstract: [Problem to be Solved] It is to provide a cell balancing system capable of reusing an electric power discharged from a battery cell to balance charge amounts of respective battery cells. [Solution] There are provided: a high-voltage battery 2 with a plurality of battery cells interconnected in series; a water decomposition device 3 connected to the respective battery cells through positive electrode switches 31, 33, 35 and negative electrode switches 32, 34, 36; a control unit 9 to control these switches to thereby balance the battery cells. When the charge amounts of the respective battery cells are non-uniform, e.g., charge amount of the battery cell 21 is larger than that of the other battery cell 22, 23 with the smallest charge amount, the control unit turns on the positive electrode switch 31, between a positive electrode of the battery cell 21 and that of the water decomposition device 3, and the negative electrode switch 32, between a negative electrode of the battery cell 21 and that of the water decomposition device 3, but turns off the other positive and negative electrode switches, to allow the battery cell 21 to supply the electric power to the water decomposition device to thereby balance the battery cells.
