The retaining portion may be structurally configured to permit payout of cable wound on the drum portion from the space between the first and the second flange portions. The retaining portion may be structurally configured to provide a radially inward biasing force that exceeds a radially outward biasing force of cable wound on the drum portion so as prevent unwinding of cable from the drum portion via the space between the first and the second flange portions.
