Abstract: The BLUE-SHIELD-AI is an artificial-intelligence enabled maritime safety, monitoring and communication system intended for small-scale fishing vessels, including fishermen operating from Tamil Nadu, India, in maritime areas near the India–Sri Lanka maritime boundary. The system authenticates a vessel using its official government registered boat number and AIS identifier and continuously collects GPS and AIS information through waterproof onboard hardware. Equipped fishing vessels form a full-fledged LoRa mesh network for packetized vessel-to-vessel communication, location relay, warnings, emergency signals and two-way messaging, while 4G, Wi-Fi or other available gateways can connect the mesh to a cloud backend. The backend maintains live and historical geolocation log books, vessel and AIS records, geofenced marine zones, alerts, communications and incident reports. An artificial-intelligence monitoring engine analyses live and historical movement, trajectory, speed, heading and zone proximity to predict or detect unauthorized entry into restricted areas and automatically generates alerts. The fisherman can receive multilingual audible or voice warnings and communicate directly with authorized coastal security personnel using text, supported short voice messages or emergency signals. Authorized Coast Guard personnel can view live vessel locations, AIS-linked details, historical routes, alerts, log books and incident reports and can send warnings, instructions and emergency responses. The system also provides a structured mechanism for fishermen to report suspected smuggling, piracy or other unsafe maritime activity for review by authorized authorities. The architecture is intended to improve preventive boundary awareness, continuous vessel tracking, resilient communication, incident reporting and coordinated maritime safety while preserving an auditable history of vessel movements and system events.
