Abstract: This invention introduces a Blockchain-Enabled Cyber Threat Intelligence (CTI) Sharing and Secure Incident Response Platform that tackles some of the biggest weaknesses in centralized cyber defense systems. Traditional approaches break down in several ways: threat data gets trapped in silos, intelligence spreads too slowly, sin-gle points of failure create major vulnerabilities, and trust between participants col-lapses under pressure. These gaps only amplify the damage from modern cyber at-tacks—ransomware, APTs, zero-days, and supply-chain breaches alike. The platform at hand breaks that mold. It builds a decentralized, tamper-proof, privacy- centered ecosystem where organizations can share cyber threat intelligence in real time and respond to incidents together—no matter their size, focus, or location. The technical core relies on a permissioned blockchain—built on Hyperledger Fabric or a custom Ethereum-compatible layer-2 foundation—reinforced by advanced cryp- tography and automated smart contracts. Every participant, from enterprises and government agencies to cybersecurity vendors and MSSPs, onboards through a com- prehensive identity and access management (IAM) system. This IAM module uses zero-knowledge proofs (ZKPs) and decentralized identifiers (DIDs) that comply with W3C standards. Submissions pass through rigorous validation, which combines Practical Byzantine Fault Tolerance (PBFT) consensus with AI-driven checks like isolation forests and graph neural networks. It’s ready for the future too, with quantum-resistant cryptographic modules (like CRYSTALS-Kyber and Dilithium) to block quantum-era attacks. Governance stays decentralized: policy updates happen through on-chain voting, with influence weighted by expertise and proven contribu-tion. The platform achieves real, measurable improvements. Mean time to detect and mean time to respond drop by up to 70% with instant intelligence flow. Resilience climbs against insider and supply-chain threats. Every action is tracked for audit and compliance needs. And the incentive system keeps valuable data flowing from active contributors. Scalability is solved with sharding and off- chain storage (like IPFS for heavy artifacts), while alert delivery remains immediate. Deployment options are flexible: SaaS, on-premise hybrid, or as a sovereign cloud for national infrastructures.
