Abstract: The increasing use of digital services has created a growing need for secure, privacypreserving, and decentralized identity management. Traditional identity verification systems rely on centralized databases, making them vulnerable to data breaches, identity theft, and single points of failure. To address these challenges, this paper proposes a Blockchain-Based Decentralized Identity Verification and Access Control System integrating Decentralized Identifiers (DIDs), Verifiable Credentials (VCs), Hyperledger Fabric, Elliptic Curve Digital Signature Algorithm (ECDSA), and Attribute-Based Access Control (ABAC). Users generate self-sovereign identities, while trusted authorities issue digitally signed credentials using ECDSA. Credential hashes and access policies are securely stored on the blockchain through smart contracts, ensuring tamper-proof identity management and transparent auditing. During authentication, Zero-Knowledge Proof (zk-SNARK) enables secure identity verification without revealing sensitive user information. The system employs ABAC to provide finegrained access decisions based on verified user attributes and predefined policies. Additionally, SHA-256 ensures data integrity, and the Practical Byzantine Fault Tolerance (PBFT) consensus algorithm enables efficient and secure transaction validation. The proposed framework improves authentication security, preserves user privacy, reduces identity fraud, and provides scalable, decentralized access control for applications such as e-governance, healthcare, banking, enterprise systems, and IoT environments.
