Abstract: ABSTRACT The present disclosure relates to offline document digitisation and network-independent metadata delivery. The apparatus (102) includes a contact image sensor (104) with integrated LED illumination, a speech synthesis circuit (106), a cellular transceiver (108), and a hardware processor (110). The apparatus (102) guides an operator through multilingual Indic language prompts generated by the speech synthesis circuit (106) to place and scan a document. The hardware processor (110) compares structural layout features extracted from the captured document image against a locally stored template feature library to classify the document type. A corresponding zone map is retrieved, and optical character recognition is performed on defined regions of interest using a locally stored Indic script character recognition model to extract metadata. The cellular transceiver (108) transmits the compressed document image and extracted metadata to a feature phone operating on a second-generation cellular network protocol, enabling fully network-independent document processing and delivery.
