The system includes a maritime solar-powered platform (102) that generates a concentrated saline-free micro-droplet vapor plume (1–10 µm) via interfacial photothermal evaporation and ultrasonic atomization. A coordinated multi-UAV swarm (114) forms a 3D boundary mesh around the plume, establishing an inward-directed electrostatic confinement field, spraying an evaporation-retardant lipid monolayer (312), and generating an aerodynamic toroidal vortex (324) to isolate the cloud parcel (120) from ambient wind shear and evaporative loss during overland transit. Upon reaching a target arid destination (126), the swarm executes a coordinated transition from a retention mode to a precipitation mode by inverting electrical polarities, emitting acoustic shockwaves, and injecting hygroscopic condensation cores (322), forcing droplet coalescence and inducing targeted rainfall (128).
