Abstract: The present invention discloses a decentralized, Internet of Things (toT) traffic signal preemption system designed to dynamically manage intersection right-of-waY for emergency apparatuses. The system comprises mobile Emergency Vehicle Units (EVUs) configured to continuously broadcast encrypted, real-time telemetry— including GPS-derived Estimated Time Of Arrival (ETA), vehicle classification weight, and mission severity codes—via a low-latency, sub-gigahertz wireless communication link to a stationary Intersection Controller Unit (ICU). To mitigate civilian traffic obstruction, the ICU executes a novel predictive queue flushing algorithm that parses real-time data from localized intersection sensors to compute a precise clearance time window. The ICU subsequently actuates a preemptive signal phase timed specifically to evacuate the detected civilian queue prior to the emergency vehicle reaching the intersection boundary. Furthermore, to safely manage simultaneous approaches by multiple priority vehicles, the system integrates a conflict resolution matrix. This module calculates a dynamic priority score for each approaching unit by weighting vehicle momentum, severity code, and ETA, automatically granting the right-of-way to the highest-scoring vehicle while maintaining safety holds on all conflicting traffic vectors.
