The implant regulates fluid ingress and drug egress to reduce initial burst and provide sustained administration over a predetermined therapeutic period. Stabilizing excipients may protect sensitive active ingredients. The implant may be biodegradable, partially degradable, or retrievable and is suitable for localized or systemic pharmaceutical delivery through minimally invasive placement.
