Abstract: An AI-enabled personal finance management and adaptive budget optimization system and method are disclosed. Permissioned heterogeneous financial events are normalized into confidence-scored event objects and processed to generate a time-indexed probabilistic cash-flow state. An obligation and risk graph represents temporal, funding and priority dependencies among financial resources, obligations, goals and candidate actions. Candidate budget envelopes are generated under hard constraints and user-specific soft preferences and are evaluated across counterfactual future financial states. A multi-objective optimization process considers liquidity- shortfall risk, goal progress, preference deviation, intervention cost and, in embodiments, a regret measure, to select an adaptive budget action that remains robust under uncertainty. An explanation generator identifies material graph dependencies, constraints or predicted events responsible for the action, while a privacy and consent controller governs data use and external execution.
