Abstract: The present invention discloses an AI-enabled continuous cyber risk quantification and dynamic security investment optimization system for cybersecurity risk management. The system receives heterogeneous security telemetry, vulnerability data, asset criticality information, and security-control effectiveness information and normalizes the information into a unified representation. A financial risk quantification module converts technical risk conditions into quantified financial cyber risk exposure. An artificial intelligence-based analysis module identifies principal risk drivers, generates human-readable explanations, and proposes candidate mitigation strategies. A what-if simulation module estimates the change in financial risk resulting from proposed security controls without requiring their implementation. A dynamic budget optimization module evaluates candidate investments according to cost and simulated risk reduction and identifies an investment combination satisfying a defined budget constraint. A continuous feedback mechanism detects qualifying changes, including new vulnerabilities, asset modifications, or security- control changes, and automatically repeats the analysis and optimization process. Recommendations are submitted to a human decision-maker for approval before execution, thereby providing continuous, financially quantified, AI-assisted cybersecurity investment decision support.
