Abstract: An artificial intelligence driven system for dynamic allocation of spectrum in wireless communication networks is disclosed. A sensing subsystem acquires spectrum occupancy and network state information from distributed sensing entities, and a fusion module performs cooperative fusion into a spatial-spectral occupancy estimate, mitigating shadowing and the hidden-terminal problem. A prediction subsystem employs trained temporal and spatiotemporal machine learning models to forecast, in advance, the future occupancy of spectrum by incumbent and other users and the future demand of the network's users. An allocation subsystem employs a reinforcement-learned decision policy to determine a coordinated, network-wide allocation of spectrum among users, cells, and services across frequency, time, and space, maximizing utilization, throughput, and fairness while enforcing, as a hard constraint, the protection of incumbent and priority users from harmful interference with confidence-dependent guard margins. The allocation is predictive, spectrum being assigned in anticipation of availability and vacated in anticipation of a primary user's return rather than reactively, and a control interface applies and continually adapts it, with safe degradation and continual model refinement.
