The system comprises a plurality of multi-sensor data acquisition units (102) configured to capture heterogeneous sensing data, edge processing nodes (104) for local preprocessing and feature extraction, and a secure communication backbone (106) for encrypted transmission of processed data. A central AI analytical engine (108) includes a multi-modal fusion module (110), behavioural analytics engine (112), and threat prediction and scoring module (114) configured to identify anomalies, predict threats, and generate composite risk scores. A risk stratification unit (116) classifies threat levels using contextual intelligence from a knowledge base (118). An operator command dashboard (120), adaptive learning unit (122), privacy-preserving processing layer (124), and automated response orchestrator (126) collectively enable predictive surveillance, continuous learning, secure processing, and proportionate response initiation.
