Abstract: Abstract A proactive crowd management platform is disclosed for AI-based public safety and crowd management. The system receives video frames, camera identifiers, region-of-interest definitions, density thresholds and historical crowd counts from CCTV cameras, drone video streams, public safety officers and command dashboards through an input interface. A conditioning portion prepares the received input by filtering, normalizing, parsing, segmenting or otherwise converting the input into a structured representation suited to the particular processing task. A decision portion then extracts frames, detects persons and selected objects, computes density against a defined region capacity, compares density with yellow, orange and red thresholds and records trend data for forecasting. The system generates crowd counts, heatmaps, unattended-object alerts, density-level warnings and mobile notifications through an output interface and stores a corresponding processing record. The arrangement links acquisition, conditioning, decision processing and output generation in one operative chain, because the platform converts each video feed into density and anomaly records that are checked against stored thresholds without waiting for manual visual judgment.
