Abstract: A cloud-based system delivers disaster alerts and evacuation routing to mobile users. A data acquisition module (104) receives real-time weather and disaster data, terrain and road-network data, and the location of a user device (114). An AI-based risk prediction engine (108) on a cloud platform (106) assigns a risk level to each cell of a spatial grid using a machine-learning model trained on historical hazard records. A safe-route and shelter module (110) computes a shortest path to a designated shelter that excludes cells above a configurable risk threshold and road segments indicated as impassable, and recomputes it when risk levels, road status or shelter status change. An alert and notification module (112) notifies affected users and an authorities’ monitoring interface (118). An offline map module (116) on the user device stores map tiles, shelter records and the latest route, and serves them when network connectivity is lost.
