Abstract: A multi-layered, solid-state, and optically transparent Reconfigurable Intelligent Surface (RIS) apparatus is provided for extreme dynamic beam steering and wavefront manipulation at millimeter-wave (mmWave) and 6G frequencies. The apparatus utilizes a staggered, double-cavity architecture comprising three conductive metasurface layers separated by ultra-thin, solid-state Barium Strontium Titanate (BST) tunable dielectrics. To overcome the theoretical phase limitations of single- cavity resonators, the outer conductive patch layers are geometrically asymmetric relative to the middle split-ring resonator (SRR) layer. When illuminated by an RF wave, this structural asymmetry generates a double-pole electromagnetic resonance, extending the continuous transmission phase accumulation beyond 300 degrees. Furthermore, the conductive layers utilize a sub-wavelength transparent Gold (Au) metal mesh grid rather than conventional ITO films, restricting insertion losses to less than -2.0 dB and providing 70% to 85% optical transparency. The invention provides highly efficient, continuous analog phase control with nanosecond switching speeds, optimized for seamless integration into architectural and automotive glass using low-loss substrates such as Schott Borofloat 33.
