A data ingestion and telemetry module (110) collects pseudonymised workplace events; a skills ontology and competency graph module (120) with a technology-skill mapping database (124) models digital competencies; a disruptive technology exposure detection engine (130) computes an impact vector for each detected change event. An adaptive skill-risk prediction engine (140) comprising a temporal decay sub-model (142), a graph-based obsolescence sub-model (144) and an employability anxiety indicator sub-model (146) produces, from the said impact vector and telemetry, separately computed decay risk scores, obsolescence risk scores and a behavioural stress index, which are fused at an aggregation unit (148) into a composite skill-risk profile. A personalized reskilling recommendation engine (150) with a reinforcement-learning policy module (152) generates and schedules an adaptive pathway.
