Abstract: ADAPTIVE NETWORK SELECTION TO SOLVE PING-PONG ISSUE IN DISASTER ROAMING SCENARIOS A method performed by a user equipment (UE) includes detecting when the UE, located in a disaster zone including an area of a public land mobile network (PLMN) that is in a disaster condition, enters a non- disaster zone including an area of the PLMN that is not in the disaster condition. Based on the detecting, the method includes starting a first timer set to a value within a disaster return wait range that indicates how long for the UE to wait before triggering registration on the PLMN, and a second timer associated with the UE located in the disaster zone. The method includes detecting when the UE, located in the non-disaster zone, reenters the disaster zone, and stopping the second timer when the first timer has not expired, and a time duration of the UE located in the non-disaster zone is less than a value of the first timer.
