The system comprises a plurality of unmanned aerial vehicles incorporating a multi-modal sensing subsystem, a sensor fusion engine, a predictive intelligence engine, a graph neural network-based relay selection engine, a reinforcement learning-based handoff controller, an energy-aware scheduling engine, and a communication management subsystem including federated learning, adaptive spectrum management, dynamic protocol selection, and self-healing network management. The system further comprises distributed computational load management, a digital twin framework, secure identity management, environmental and interference awareness, and mission coordination. The system continuously predicts communication conditions, optimizes relay selection, performs proactive handoff, dynamically allocates communication resources, and maintains uninterrupted communication under changing operational environments, thereby improving communication reliability, energy efficiency, scalability, and autonomous network resilience.
