The architecture comprises a dielectric substrate, a localized resistive micro-heater, an isolation layer, and a conductive radiating element defining a sub-wavelength gap filled with a phase-change material (PCM). By spatially confining Joule heating strictly beneath the PCM volume, the invention achieves a highly efficient thermal duty cycle, including low-power crystalline activation ( 0.5 W within 50 ms) and ultra-fast amorphous thermal quenching ( 15 ms). The architecture is frequency-agnostic and deterministically tuned across multiple bands (e.g., 3.5 GHz to 140 GHz) by scaling the radiating element. The geometry guarantees polarization selectivity, while sub-wavelength scaling ensures stable resonance and 180-degree phase modulation under oblique incidence up to 60 degrees for both reflective and transmissive beamsteering applications.
