The system (100) comprises a computing device (102) having a processor (104), a memory (106), and plurality of modules (108) comprising an interaction event acquisition layer (110), an interaction variability metric computation module (112), a behavioral stability state generator (114), a stability transition memory (116), a validated stability-state resource controller (118), and a resource scheduler (120). The modules (108) process interaction-event data to generate validated behavioral stability states and resource control packets that dynamically control scheduling operations, suppress oscillations, reduce unnecessary operations, and improve resource-allocation efficiency.
