A state-transfer controller (107), state-compatibility evaluator (108) and state mapper and transformer (109) determine whether an identified state quantity is transferable and generate a downstream initial-state package (305). A dependent qualification analysis is then executed from the transferred state (208), a sensor configuration is determined for a predicted critical region, and an environmental sensitivity evaluation (210) identifies the environmental condition contributing the greatest reduction in qualification margin. A cumulative response evaluator (111) and compliance evaluator (112) compare the response with an acceptance criterion (211). Non-transferable states invoke a fallback; failed criteria initiate selective requalification (212).
