The system constructs a rural development dependency graph, detects delayed or weak nodes, scores fund delay, field evidence gap, vendor dependency, scheme linkage weakness, beneficiary impact risk, and grievance escalation risk. The system propagates risk across connected schemes, departments, villages, vendors, and beneficiary groups to identify whether a local delay can become a cascade failure. The invention generates project-wise cascade risk level, dominant failure layer, explainable reason codes, preventive escalation route, and evidence requirement before rural development delivery failure affects beneficiaries, public trust, or governance performance.
