The system (100) enables anomaly-aware transaction validation, auditable consensus execution, scalable consensus processing, reduced communication overhead, improved transaction throughput, and enhanced security and reliability in decentralized blockchain environments. The system (100) comprises a computing device (102) having a processor (104) and a memory (106) storing one or more instructions executable by the processor (104). The processor (104) is configured to execute plurality of modules (110) for performing region-based blockchain consensus using proof of anomalous transactions. The system (100) implements region-wise hierarchical consensus with regional validation, cross-region coordination, and multi-level verification, thereby improving consensus scalability, fault tolerance, throughput, and distributed transaction processing performance.
