The system further calculates rural trust deficit risk by combining exclusion severity, grievance recurrence, benefit delay, field evidence gaps, vulnerability score, and local service response history. The invention generates beneficiary-wise exclusion risk, village-wise trust deficit score, dominant failure layer, explainable reason codes, evidence requirement, and preventive welfare restoration recommendation before welfare delivery gaps create beneficiary hardship, public distrust, or governance escalation.
