Abstract: The present invention discloses an Integrated Mid Day Meal Scheme Impact Monitoring System (IMIMS) and a corresponding method for measuring, predicting, and optimising the causal impact of structured school feeding programmes on student enrolment and retention in primary and upper primary educational institutions in India. The system comprises five interconnected modules: (i) a Mid Day Meal Delivery and Monitoring Module (MDMM) that collects real-time meal delivery and kitchen compliance data from field devices; (ii) a Biometric Attendance and Enrolment Integration Module (BAEIM) that integrates biometric attendance with national educational databases to generate longitudinal, disaggregated enrolment and retention metrics; (iii) a Predictive Analytics and Causal Inference Engine (PACIE) that applies Difference-in-Differences estimation, Regression Discontinuity Design, and Random Forest/Gradient Boosting ensemble algorithms to quantify the causal impact of MDMS on educational outcomes and predict school-level dropout risk scores; (iv) a Real-Time Policy Dashboard (RTPD) that provides geo-referenced, role- based visualisations and automated risk alerts; and (v) a Secure Cloud Data Repository (SCDR). Empirical analysis facilitated by the system demonstrates that consistent MDMS implementation is causally associated with a 15–30 percentage point increase in Gross Enrolment Ratios and a reduction in primary-level dropout rates from approximately 38% (pre-2004) to approximately 6% (2019-20), with an estimated 35–45% of this improvement attributable to MDMS provision. The invention addresses critical gaps in existing fragmented monitoring systems and provides an evidence-based technological solution for policy optimisation aligned with Sustainable Development Goal 4.
