Abstract: ABSTRACT A Smart Digital Platform for Integrated Planning, Implementation, Monitoring and Evaluation of Government Welfare and Agricultural Programmes in Andhra Pradesh The present disclosure relates to a system and method for planning, implementation, monitoring and evaluation of government welfare and agriculture programs. A processor translates a program specification into machine-verifiable program states and produces evidence capsules that specify spatial, temporal, uncertainty and physical consistency constraints. The scheduler chooses an observation considering expected uncertainty reduction versus communication cost, acquisition cost and latency. A challenge generator sends a time-limited acquisition instruction to a field device which responds with a signed evidence package of sensor measurements, calibration information and device attestation. A consistency engine determines if observations from different sensor types are consistent with a physically consistent implementation event and a state controller allows or quarantines a program-state transition. Once a deviation is detected, a corrective-action generator provides an instruction for field operation. The post-action verification engine can tell from a physical measurement whether the instruction had the prescribed change. This improves evidence integrity, communication efficiency, fault detection and programme-outcome verification.
