Abstract: The present invention discloses an apparatus that comprises an assembled modular siphon-based vacuum valve assembly (30) configured to establish a continuous fluid flow path for gravity-induced siphon evacuation of contaminated water from a water storage tank, and a modular cleaning kit comprising extension rods and interchangeable cleaning implements for mechanically loosening sediments, sludge, algae, biofilms and other accumulated contaminants from interior tank surfaces. Following manual priming, the siphon-based vacuum valve assembly (30) generates continuous siphon flow to evacuate contaminated water and loosened impurities without requiring electrically operated pumps or physical entry into the tank. The modular construction enables convenient assembly, transportation and maintenance while adapting to tanks of varying capacities and configurations. The invention provides a safe, portable, economical and reusable cleaning solution that reduces cleaning time, minimizes operator effort, eliminates confined-space hazards, and promotes hygienic maintenance of domestic, commercial and industrial water storage tanks.
