Abstract: A secure electronic mail system (100) and method mitigate unsolicited messages and mail-flood attacks using recipient-specific admission control before complete message-body acceptance. An ingress gateway (104) obtains bounded envelope metadata, while an identity and challenge controller (106) establishes a verified sender binding and issues a short-lived cryptographically authenticated admission lease bound to a recipient, transaction and message-size class. A distributed admission ledger (108) allocates bounded recipient-capacity sub-budgets among gateways and prevents replay or duplicate redemption. A recipient-state engine (110) evaluates traffic pressure and decaying sender trust, and a bounded delivery scheduler (112) reserves delivery capacity before message acceptance. Messages are admitted, challenged, deferred or isolated according to lease validity and available capacity.
