Abstract: Disclosed herein is a post-quantum cryptographic satellite communication system (100) comprising a ground control station (120) configured to execute a post-quantum cryptographic framework, a plurality of satellite on-board units (104) including radiation- tolerant programmable logic devices hosting key encapsulation, digital signature, key-derivation, and authenticated-encryption cryptographic blocks, a root certification authority (124) configured to sign certificates before launch, and a radio-frequency communication interface (112) configured to carry encrypted frames. Methods performed by a satellite on-board unit and a ground control station for establishing quantum-safe communication sessions involve receiving handshake messages, verifying certificates, encapsulating or decapsulating shared secrets, signing transcripts, and storing authenticated shared-secret material. Methods for deriving session keys involve computing pseudo-random keys using HMAC-SHA3-512 and partitioning output keying material. A method for operating an encrypted channel involves constructing deterministic nonces and encrypting frames using AES-256-GCM. A method for authenticating inter-satellite links enables autonomous satellite-to-satellite authentication without ground station involvement.
