The application for the patent was published on July 17, 2026, under issue no. 29/2026.
Abstract: The present invention discloses an adaptive multi-layer smart city monitoring and disaster prediction framework designed for real- time digital governance. The system integrates heterogeneous data from Internet of Things (IoT) sensors, environmental monitoring systems, external application programming interfaces, and user-generated inputs through a unified data fusion layer. The integrated data is processed using a multilayer analytical engine and an adaptive risk scoring mechanism that dynamically adjusts thresholds based on real-time and historical patterns. The framework further includes a decision and prediction module for identifying anomalies and forecasting potential disaster events, along with a smart alert prioritization system that generates severity-based notifications for efficient emergency response. The system is implemented on a scalable cloud-native infrastructure ensuring low latency, high availability, and secure access through rolebased access control.By combining adaptive risk evaluation, multi-source data integration, and intelligent alert prioritization, the proposed invention significantly improves prediction accuracy, reduces response time, and enhances decision-making capabilities for smart city governance and disaster management applications.
