The method (1100) includes processing a plurality of continuous video streams of a plurality of views associated with a surrounding of an AV to generate a unified Bird's-Eye View (BEV) representation of the surrounding. The method (1100) includes encoding the BEV representation as a 2D spatio-temporal graph. The AV and surrounding road entities form a plurality of nodes and relationships between the surrounding road entities form a plurality of edges in the 2D spatio-temporal graph. The method (1100) includes processing the 2D spatio-temporal graph to extract one or more spatial features associated with the surrounding. The method (1100) includes modelling a temporal evolution of the one or more spatial features across consecutive frames. The method (1100) includes outputting a state amongst a plurality of states based on the temporal evolution. (FIG. 11)
